CDC Publishes Conditional Sailing Order


Framework for Conditional Sailing Order for Cruise Ships

On October 30, 2020, CDC issued a Framework for Conditional Sailing Order. This Order is effective upon signature and will soon be published in the Federal Register. 

This Order shall remain in effect until the earliest of the expiration of the Secretary of Health and Human Services’ declaration that COVID-19 constitutes a public health emergency, the CDC Director rescinds or modifies the order based on specific public health or other considerations, or November 1, 2021.


Phased Approach for Sailing Resumption

Since COVID-19 is still a global threat, CDC indicated that a careful approach is needed to safely resume cruise ship passenger operations.  They are creating a phased approach to mitigate the risk to passengers and crew, prevent the further spread of COVID-19 from cruise ships into U.S. communities, and protect health and safety.  This approach will be implemented after the existing No Sail Order expires on October 31, 2020.
“During the initial phases, cruise ship operators must demonstrate adherence to testing, quarantine and isolation, and social distancing requirements to protect crew members while they build the laboratory capacity needed to test crew and future passengers," CDC explained.
Subsequent phases will include simulated voyages to test cruise ship operators' ability to mitigate COVID-19 risk, certification of ships that meet certain requirements, and a phased return to cruise ship passenger voyages in a manner that mitigates risk to passengers, crew, and U.S. communities.


COVID-19 Testing of All Crew

Within 60 days of the effective date of this Order, cruise ship operators must collect clinical specimens of all crew currently onboard ships and have those specimens tested in onshore CDC-approved laboratories.

CDC will provide guidance, including best practices for obtaining and transporting the specimens.  They may also observe the collection of specimens remotely to oversee the operations.

Cruise ship operators will report the results in aggregate to the CDC.

Diagnostic Testing Capability for Symptomatic Travelers 
(Crew & Future Passengers)

During this 60 day period, cruise ship operators, in conjunction with the CDC, must develop onboard testing capabilities for symptomatic travelers (crew and future passengers) for COVID-19 and close contacts.  After the 60 day period, laboratory testing will be required of all crew on a weekly basis (or other interval as directed by the CDC).  

All cruise ships must procure approved rapid RT-PCR point-of -care equipment to test symptomatic travelers.  This is the preferred testing method over the less-sensitive antigen testing methods.

Onboard medical clinic staff must be competent in specimen collection,  be able to use the equipment, follow manufacturer's guidelines, and have access to personal protection equipment (PPE) for specimen collection and handling.   CDC will remotely oversee operations.

Shoreside Testing of Embarking Crew

On the day of land-based crews' embarkation, specimens must be obtained and immediately transported to an approved onshore laboratory for testing using RT-PCR equipment.

All embarking land-based crew must be quarantined onboard for 14 days.  Those who test positive must be isolated until criteria are met to discontinue isolation according to current CDC guidelines. Once again, CDC may remotely oversee the operations.

Lobsters Keep Cruise Ship from Entering National Park

Celebrity Xpedition Cruises Temporarily Suspended

With all the cruise line stories in the news this year, here is one for the books.  Twenty-six pounds (12 kilograms) of frozen lobster has prevented Celebrity Xpedition from entering the protected waters of Galapagos National Park.  Authorities have suspended the ship's license when it was discovered that the ship was transporting the frozen lobster out of season.   The lobsters were purchased legally during season, but according to a recent change in the laws, should have been consumed within 5 days of the end of the season.

Celebrity Cruises contends that it wasn't aware of the law change and both the cruise line and the authorities did confirm the purchase had been made legally within the season.   A $2,000 fine has been levied against the line along with a 45 day suspension.  Celebrity is appealing the fine and suspension and at press time it isn't known when this matter could be resolved and sailings continue.

We know this first-hand from our Xpedition cruise.  The naturalists onboard explained all the rules and regulations and carefully monitored passengers to be sure all were in compliance.

Booked on a Future Cruise? 

Celebrity Cruises is hopeful that the license can be restored sooner, so they are making decisions on a cruise by cruise basis. June 16th passengers should monitor the situation. We'll provide updates here as we have updates.

Passengers are being compensated for the canceled cruises and also being provided with future credit equal to 50% of cruise fare.  They will have 2 years to rebook.

Great News for West Coast Cruisers in 2013

For several years, the cruise itineraries have been limited from ports on the West Coast of the United States.The Mexican Riviera cruises continued to diminish and even the California Coastal cruises all but disappeared.

There were of course cruises to  Alaska, but even those were primarily sailing from Seattle or Vancouver instead of San Francisco.

Princess Cruises has just announced that the newly renovated Grand Princess will homeport in San Francisco starting in May, 2013.

Grand Princess Makeover

Last spring, Grand Princess, the 109,000-ton, 2,600-passenger vessel, underwent the most extensive drydock in Princess Cruises history with a 24-day drydock that transformed it from top to bottom and also made the vessel a media star with daily video updates that attracted more than a half million views.

Now that the ship has been transformed, passengers will find a completely new Piazza atrium, several new eateries -- including Alfredo's Pizzeria and the Crown Grill -- and the line's first specialty tea lounge called Leaves. Also included in the renovation were seven new window suites; remodeled casino, boutiques and art gallery; enhancements to the Horizon Court, Lotus Spa, and wedding chapel; and the addition of Crooner's Martini Lounge. A new nightclub, The One5, replaced Skywalkers.

Pre and Post-Cruise Destinations

San Francisco will always have a warm place in our hearts, since we spent a portion of our honeymoon there and have visited the city several times in the years since then.   It makes a perfect destination for extending your cruise vacation either before or after the cruise, depending  on the itinerary.

Recently, interest in San Francisco has been rekindled by the television show Alcatraz that takes place on "The Rock".  Some of the most notorious criminals were incarcerated there.    Of course there are other less sinister locations for you to visit, such as Golden Gate Bridge and the surrounding area, Fisherman's Wharf, Muir Woods and the Petrified Forest, and of course the Wine Country in Napa Valley and Sonoma.  There are many other destinations within an hour or so drive from San Francisco.

Azamara Quest departed Singapore and is currently in route to Mumbai (Bombay), India. Azamara Quest is expected to arrive in Mumbai in time for its next scheduled sailing on Tuesday, April 24.

14 Night Eastern Mediterranean - Itinerary

Azamara Quest's return to the sea begins with a pre-voyage stay in Mumbai, the India of entrepreneurs, Bollywood films, beautiful temples and grand colonial architecture. Passengers that were booked on Costa Concordia had until February 7th to determine what alternative arrangement they wished.   Costa neoRomantica and Costa Magica will offer Western Mediterranean itineraries, so travelers can sail as planned, but on a different ship.

In addition to the compensation for cancelling cruises, Costa Cruises has also now released details about Compensation for Survivors of Costa Concordia's Accident (Uninjured Passengers)

The Associated Press today is reporting that Costa Cruises is offering survivors of the Costa Concordia accident 11,000 Euro (about $14,500) per person as compensation for their lost baggage as well as the psychological trauma they suffered during the event. This amount is in addition to reimbursing passengers for the full amount they paid for the cruise, their travel expenses and any medical expenses sustained after the accident.

Costa made this announcement after negotiations between Costa representatives and Italian Consumer groups.  It does not apply to passengers that were injured or killed, who presumably will be offered more.

Roberto Corbella, who represented Costa in the negotiations, told The Associated Press the deal offered Friday provides passengers with quick, "generous," and certain restitution.


"The big advantage that they have is an immediate response, no legal expenses, and they can put this whole thing behind them."
 
AP also reports that Codacons, one of Italy's best known consumer groups, has engaged two U.S. law firms to launch a class-action lawsuit against Costa and its parent company, Carnival Corporation & PLC, on behalf of passengers, claiming that it expects to get anywhere from $164,000 to $1.3 million per person, the Associated Press says.


FUTURE CRUISES CANCELLED

As recovery efforts are ongoing for Costa Concordia following the tragic accident Friday 13 January, future sailings on that vessel are cancelled for the near-term.    It is unknown whether the ship will ever return to service.  At present, the hope is that the fuel can be removed and prevent any environmental impact before bad weather approaches later this week. 

Costa has released compensation guidelines for passengers scheduled to sail on Concordia this week through February 25th.

For passengers scheduled on the January 14 departure from Savona, Italy, Costa worked with guests and their airlines to return home. Airline changes will be paid by Costa. A full refund of the cruise amount plus a 30 percent future cruise credit on the amount paid will be provided.

If guests choose to rebook on available sailings in January through March on Luminosa, Mediterranea, Favolosa, Serena or Voyager, Costa will pay for their air fare if booked through Costa’s air/sea department. Rebookings must be made by January 18.

Guests who choose to cancel their cruise on departures from January 15 through January 20 will get a full refund of cruise fare plus a 30 percent future cruise credit on the amount paid. No compensation for air will be provided if they are cruise-only passengers. For passengers who choose to rebook in January, February or March according to availability on Luminosa, Mediterranea, Favolosa, Serena or Voyager, Costa will assist the guest and airline on change fees.

Guests who choose to cancel sailings departing from January 21 through February 25 will get a full refund plus a 30 percent future cruise credit on the amount paid. No compensation for air will be provided for cruise-only guests. Those who rebook can choose any seven-day cruise between now and June at the same price. Costa will assist the guest and work with the airline on change fees for their new cruise on Costa. For assistance or more information, call 800-462-6782.

Two new ships, Disney Dream and Disney Fantasy, will arrive in Port Canaveral, Fla., in 2011 and 2012, respectively.

    Disney Cruise Line successfully tested the West Coast market with two summer seasons of Mexican Riviera cruises in 2005 and 2008. Disney Cruise Line has not yet announced the details of its itineraries for 2011. As soon as they are announced, I'll share that information with you.
